My attic conversion leaks in one corner. Is it the dormer?

Usually, yes. The dormer cheek, or the flashing where its flat roof meets the tile, is the likely spot, and the survey confirms it before anything is priced.

Is it worth re-covering the garage roof rather than patching it again?

If it has been patched before and water still ponds, yes. A new covering laid to a proper fall stops the water sitting there. If the deck is sound and the fall is right, a patch can be enough.
